World Class Australian Technology Used on Major Roads In Victoria

TonerPlas® is a patented, high performance asphalt additive made from 100% recycled raw materials including waste toner powder, mixed post consumer plastics, and recycled oil.

CPB Contractors managed a section of the M80 Freeway Upgrade Project in 2022 which included over 500 tonnes of TonerPlas, certainly a first for Australia. This Australian technology is Circular in nature, returning the atoms and molecules from plastics back into service, and contributing improved performance characteristics to an asphalt that is fully recyclable at end of life.

Australian Roads are owned in the main by either State or Local Governments who both have published Procurement Guidelines that give preference to Australian made, Recycled content, and Circularity. TonerPlas is available now to every Government Department and Local Council in the land.

Project Highlights:
M80 Ring Road Upgrade

The M80 Ring Road Upgrade (Sydney Road to Edgars Road) is one of Melbourne’s busiest freeways, carrying more than 165,000 drivers daily.
By incorporating TonerPlas®, made from recycled toner and soft plastics, the project:

  • Delivered the first freeway in Australia with recycled content in every pavement layer
  • Was completed a year ahead of schedule and under budget
  • Won the 2023 Australian Construction Achievement Award

This landmark project proves how TonerPlas® improves road performance while cutting carbon emissions, setting a new standard for sustainable infrastructure in Australia.

Brimbank Council:
Australia’s First Circular Contract

Brimbank City Council became the first local government in Australia to implement a Circular Procurement Contract for road construction, embedding TonerPlas® into council road projects.

By doing so, Brimbank:

  • Ensured plastics and toner cartridges collected in the community were transformed into new local roads.
  • Demonstrated how councils can “buy back what they recycle”, directly supporting the circular economy.
  • Set a precedent now being followed by other councils across Australia.
